The City Engineers directs and manages the Engineering Division (Division) in the City of Salem Public Works Department. The City engineer reports directly to the Public Works Director. The Division consists of 4 sections and a staff or 51 FTE. Staff are managed by three Assistant City Engineers and a Management Analyst. The Division's staff consists of professional engineers, project managers, surveyors, inspectors, engineering technicians, management analysts, and administrative support staff. The Division has successfully delivered a wide variety of capital improvement projects valued at approximately $1 billion. The current capital delivery program consists of a $62 million police station, $95 million of utility projects and $50 million of transportation projects. Additional resources are utilized for delivering projects and services include consultants and contractors. The City Engineer is responsible to provide full service project delivery and management (inception to completion) for wide variety of capital improvement projects. Types of projects include:
City owned Buildings
Wastewater treatment plant facilities.
Water treatment plant facilities
Dams, fish screens, and fish ladders
River flow mitigation
Pump stations and reservoirs
Airport improvements and facilities
Stormwater quality, flow control and conveyance facilities.
Environmental restoration and remediation
Radio systems and towers
Street improvements (including new, widening, intersections and signals)
The City Engineer is also responsible to manage and administer the following programs:
Annual construction and division budget
Annual 5 year Capital Improvement Plan
Standard construction specifications
Permitted developer delivered public infrastructure (plan review and inspection)
Land division plat review and approval
Regulatory construction site runoff permit
Oregon Department of Transportation Local Agency Certification
Consultant and construction contracting
Planning section of Emergency Operations Command
Public works Facilities Engineering
Must pass the pre-employment background check
Must have an Oregon Driver's license
Must have a driving record that meets the City of Salem's driving standards
Education Required Bachelor's degree from an accredited college or university in Civil Engineering or a related field. Master's degree in engineering, planning, business administration, or a related field is desirable; and, AND Experience: Eight years of experience in a civil engineering at the management level.
Registered Professional Oregon Civil Engineer License required.
Oregon Registered Land Surveyor is desirable.
Completion of Regional ICS Committee ICS Operation Class Certification is desirable.
