GENERAL PURPOSE: Under general direction, manages, supervises and coordinates the rail/track related engineering activities that are necessary to support the agency's capital projects and operational support. Serves as the subject matter expert and is responsible for the oversight, development, and implementation of track-related technical criteria necessary to support design, construction, and operational needs. Manages staff or consultants to ensure assigned projects are delivered on time and within budget. Coordinates assigned activities with other disciplines and departments as necessary.
Essential Functions The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. • Plans, directs, coordinates and reviews the work of assigned staff and consultants; assigns work activities; coordinates schedules, projects and programs; provides constructive feedback; reviews and evaluates work of team members, and clearly communicates effective suggestions and recommendations. • Coaches, trains and motivates staff; coordinates and/or provides staff training and manages employee relations. Manages the workflow and prioritization of track related projects and measures the performance of the track division and all related staff and takes appropriate corrective action when necessary. Develops developmental work plans for staff, implements or recommends corrective actions, discipline and termination procedures as necessary. • Oversees assigned track related engineering activities for planning, design, and construction work involving multiple consultants and contractors and multi-million dollar budget responsibilities; ensures adherence to quality, budget and schedules; and ensures work meets both Sound Transit and local agency standards. • Serves as the technical matter expert and responds to questions and inquiries from the general public, contractors, consultants, and agency staff regarding engineering projects or area of expertise. • Develops and maintains Sound Transit's technical requirements and criteria related to track design, including but not limited to design criteria, standard specifications and drawings. May be required to sign and seal technical requirements. Review and assess requests to deviate from established requirements. Collaborates closely with Construction, Operations, and others to continuously validate and improve requirements based on current industry best practices. • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate. • Ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations. • Provides rail related engineering support to Project Managers throughout the planning, design and construction phase of capital projects. Support includes but is not limited to design reviews, construction submittal reviews, response to requests for information, preparation of field clarifications, field inspection etc. • Provides support to the department on matters as directed and requested; serves as staff on a variety of boards, commissions, and committees; prepares and presents reports, presentations, and other necessary correspondence. • Participates in the procurement of consultant agreements and construction contracts. • Manages rail related Engineering Service requests from Operations to ensure they are addressed and closed out in a timely manner. • It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. • It is the responsibility of all employees to integrate sustainability into everyday business practices. • Other duties as assigned.
Minimum Qualifications Education and Experience: Bachelor's Degree in civil engineering, railroad engineering, or closely related field and eight years engineering experience (including four years of management experience) preferably in a light rail or heavy rail; OR an equivalent combination of education and experience.
Required Licenses or Certifications: • Possession of a valid Driver's License. • A valid certificate of registration as a Professional Engineer issued by the State of Washington.
Required Knowledge of: • Operations, services, and activities of an engineering and construction program. • Professional knowledge of industry engineering principles and practices related to light rail and/or heavy rail; including but not limited to special trackwork, rail geometrical design, rail structure interaction, and rail maintenance & rehabilitation. • Recent developments, current literature, and sources of information related to innovations and trends in rail engineering design and development. • Principles and practices of technical writing. • Project management techniques and principles. • Principles of team leadership. • Principles of supervision, training and performance evaluations. • Engineering consulting services and methods including reports, studies, cost estimates, plans, and specifications. • Related Federal, State, and local laws, codes, and regulations. • Principles of business letter writing and basic report preparation. • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in: • Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards. • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports. • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. • Outstanding communication skills and the ability to clearly communicate highly complex technical issues, analysis and recommendations to staff and leadership. • Presentation development and public speaking skills. • Demonstrating a positive customer service orientation with both internal and external clients. • Performing advanced level professional engineering duties involved in the design and development of a variety of rail engineering projects including track design and rail structures. • Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives. • Supervising, leading, and delegating tasks. Communicating and providing feedback and work direction to assigned staff • Interpreting and applying applicable design criteria, laws, codes, and other regulations. • Preparing and analyzing complex data and comprehensive reports. • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
Physical Demands/Work Environment • Work is normally performed in a standard office environment and may include construction and operational site visits. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, and extreme noise when conducting construction and operational site visits while working in the field.
