The City of Gresham has an exciting opportunity for a Development Engineering Specialist to join the Development Engineering Section of the Department of Environmental Services.
The Development Engineering Specialist administers, reviews, coordinates, and facilitates the construction of privately financed public improvement projects from creation of pre-application comments and staff reports with recommended conditions of approval through plan review and the construction phase, including final inspection, release of bonds, and acceptance of public facilities for City of Gresham ownership. The work performed by this position is complex and requires the ability to work independently performing both field work and office work. Development Engineering Specialists concurrently manage multiple projects, with competing state mandated timelines. The desired candidate should also display the ability to work collaboratively with other city employees, representatives of other agencies and private developers.
This position provides Development Engineering expertise to Gresham, the fourth largest city in the state of Oregon. With a growing and diverse population, Gresham is home to many businesses and is also near to beautiful Mount Hood, the Pacific Ocean and is minutes away from Downtown Portland. Position: The Development Engineering Specialist is responsible for performing plan reviews and construction management duties for Public Works projects including water, wastewater, stormwater, and transportation systems. The work functions performed by this position relate to three primary areas of responsibility; Planning (developing conditions for plans approval), Engineering Plans Review, and Construction Management .
Job duties and responsibilities performed by this position include but are not limited to:•Implements policies and procedures for development applications as they relate to privately financed public improvements. •Acts in a lead role with Engineering Technicians and Development Engineering support staff regarding construction management projects. •Reviews development permits for compliance with the city's community development plan and public works standards. •Researches the effects of proposed developments on public facilities and additional improvement requirements. •Responds to inquiries from the public regarding development projects. •Reviews engineering submittals such as hydrology reports and geotechnical reports. •Calculates fees and charges including the City's System Development Charges.
A typical way to obtain the skills and experience to perform in this position would be:
•A Bachelor's degree in Construction Management or Civil Engineering and two years progressively responsible engineering experience, or •Six or more years progressively responsible technical engineering experience.
Certifications and Other Licenses:
•A valid driver's license and satisfactory driving record is required.
The ideal candidate for this position displays strong experience with project management, engineering reviews, construction drawings, financial guarantees, fieldwork, and inspection of infrastructure.
This candidate also has knowledge of public works construction methods and is able to interact with engineers, architects, program managers, technical staff, City inspectors, governmental agencies and utility companies.
The City is currently preparing for annexation and development in our Pleasant Valley and Springwater areas within our urban growth boundary where 'green' development practices will be required. As such, the ideal candidate will also have experience with low impact stormwater development practices and concepts.
