Administers and directs all transmission and distribution operations including engineering, construction, maintenance and metering. Responsible for monitoring operations of the system, maintaining records and setting standards for the system.
Typical duties include, but are not limited to the following:
Establishing and implementing system construction standards.
Establishing and implementing system equipment standards.
Coordinate with Chief Electrical Engineer in investigating and implementing effective load forecasting.
Conducting regular system condition surveys.
Coordinate with Chief Electrical Engineer in formulating and implementing transmission and distribution plans for entire system.
Working closely with Purchasing Agent to control initial costs of materials and quality of purchased materials.
Monitoring system operations, maintaining up-to-date comparisons with past performance. Formulating plans for improvement.
Supervising all activities associated with the Line Department.
Supervising all activities associated with system operations.
Maintaining financial control of all operations to stay within allowed budget and keeping all costs within acceptable standards.
Maintaining effective customer relations by providing maximum service in all responsible service areas.
Maintaining good morale among all subordinates.
Reviewing performance regularly of all subordinates and taking corrective action when necessary.
Recruiting, training and promoting subordinates to ensure an ample supply of management and technical talent for future requirements including the grooming of a personal replacement.
Representing the utility to various outside interests in all matters of utility operations.
Performing miscellaneous duties as assigned by the General Manager.
Supervision: Supervision of 30 to 40 personnel in Line Department required.
Confidentiality: Will be exposed to confidential information. Other information which is highly sensitive should be treated as confidential.
Mental Application: High degree of decision-making ability required. Will be required to think in abstract terms and anticipate future trends in the industry. Project management skills will be essential.
Responsibility: A high degree of responsibility is required. Errors in decision-making could have significant effects on the company.

Expenditures: This position is expected to operate within an approved budgetary allowance and follow company purchasing policies and procedures.
Working Conditions: Working in an office environment with a large amount of time outdoors. Occasionally, may be required to spend time in areas of high noise, dust or damp environment. Travel will be required with occasional overnight stays. Air travel may be required. After hours emergency response will be expected.
Equipment: This position is expected to be very knowledgeable with computers, office software, drawings, and radio systems. Must have a valid Class A Commercial Driver’s License.
Requires a B.S. Degree in Electrical Engineering or 10 years’ experience in utility engineering and operations.
Possess the ability to manage the Line Department.
Ability to deal effectively with the public.
Proven ability to manage multiple, complex projects.
Must demonstrate effective written and verbal communications skills.
Must demonstrate effective computer skills.
Must be able to work independently as well as cooperatively with others for the mutual benefit of the organization. Teamwork will be essential.
Must demonstrate effective team leadership and management skills.
