The Vice President of Finance will report to the President of the Company and be a member of the Golden Pass Leadership Team. They will be responsible for providing overall leadership and guidance for Finance functions with oversight for Financial Accounting, including compliance with US GAAP, Company Planning and Stewardship, Treasury/Credit/Cash Management, Company Controls, Tax Compliance, Analysis and Reporting.
Essential Duties / Functions
Coordinates and steward relationships with Shareholders for finance related services provided to Golden Pass, as well as external third party service providers such as banks, professional tax, and accounting firms. Ensure resolution of conflicts with counterparties as necessary.
Accountable for annual Work Program and Budgeting processes for all Company entities; directly responsible for managing and stewarding Finance function budgets; approve expenditures and changes. Ensure budgets comply with regulations and requirements for each entity and develop portions of Board presentation packages.
Accountable for Company tax returns and reporting related to Texas and Louisiana property taxes, abatements, annual assessments, IRS income tax Schedule K-1 (Form 1065) partnership returns, state income and franchise tax returns, sales and use tax, excise state and federal taxes. Interface with government agencies and auditors as appropriate.
Accountable for financial analysis, reporting and research; development of monthly and annual audited financial statements and reports. Ensure compliance with US GAAP, FERC, and attest to internal controls effectiveness.
Accountable for Shareholder, external, internal or regulatory audits and assessments. Identify high risk processes in the organization and develop mitigation for such risks.
Accountable for managing the company’s working capital and cash flows including developing daily, monthly and quarterly cash models, ensuring sufficient funds are available to meet ongoing operational and commercial requirements, monitoring company risk and loss positions and associated impacts on liquidity
Provide controls advice to the Company and help maintain a controls oriented culture, including financial authority investigations or irregularities or material deviations from controls report findings and recommendations to senior leadership team and Board, as appropriate.
Establish and direct a Shareholder financial services committee to obtain Shareholder consensus on financial and tax issues / treatment of specific issues and compliance, as appropriate.
With oversight responsibility for the company’s Commercial Back Office, provide risk management guidance as a member of the company’s Risk Management Committee, including monitoring of credit and market risk limits, risk performance analytics, and analysis of the impact of proposed and future transactions on the company’s P&L.
Minimum education required of the position
Bachelor’s degree required; Master’s degree in Finance, Accounting or MBA preferred; some background with risk management and technical/information systems education preferred.
Minimum experience required of the position.
15-20+ years’ experience in partnership tax reporting and compliance, accounting, and financial analysis and reporting, mark to market and derivatives accounting.
Experience in the U.S. Regulated Natural Gas Pipeline Industry
Midstream company experience with natural gas trading and marketing organizations
Experience in supporting Risk Management activities within a natural gas trading environment
Implementation experience of ERP systems and associated “start-up” efforts of launching a new business line
Minimum knowledge, skills and abilities required of the position.
Advanced knowledge of US and State income and franchise taxes, US GAAP financial concepts, financial and FERC reporting requirements
Effective cash management, banking and credit support knowledge
Excellent leadership skills
Strong knowledge of cost effective controls
Working knowledge of Information Technology in a cloud environment
