The Water Resource Recovery Operations and Services Department is currently seeking a Senior Engineer - Mechanical. This position manages the mechanical capital expansion and replacement program for the wastewater treatment and pumping facilities, including facilities planning, design, startup, and construction management. Serves as a key technical resource to lead and support all aspects of maintaining the plant mechanical infrastructure systems at the wastewater treatment and pumping facilities.
Note: The Senior Engineer - Mechanical position will remain open until filled. First review of all applications will begin January 4th, 2021.

Manages consultants and contractors for multiple electrical capital projects by preparing Requests for Proposals (RFP), along with negotiating and administering contracts. Develops schedules and prepares budgets and project scopes. Approves changes to construction contract provision, including changes to scope of work, extension/acceleration of schedules, and changes in methodology, equipment, and mechanical functions. Reviews consultant designs, submittals, request for information, and proposed change orders. Assists in the start-up and commissioning on mechanical projects. Serves as the Engineer of Record on the District’s Capital Improvement Projects and Local improvement Districts. Reviews and stamps plans.
Performs in-house design and manages implementation of treatment plant and pump station projects to replace/upgrade and to improve the efficiency and performance of mechanical, and energy systems. Assesses pump station capacity, prepares hydraulic calculations, and selects key components for upgrading or constructing new pumping applications.
Develops and implements goals, objectives, policies, priorities and budgets for mechanical system reliability projects. Submits major capital reliability projects for budget approval with proper justification.
Investigates mechanical equipment failures as necessary to determine root cause and recommends appropriate solutions to reduce recurrence of or eliminate the cause of failure.
Serves as a mechanical engineering liaison between consultants and the plant operations and maintenance staff for mechanical design elements during project development, design, and construction of capital improvement projects. Reviews mechanical aspects of projects to ensure that manufacturing, construction, installation, and operational testing conform to all specifications, codes, and standards.
Actively participates in District safety programs. Promotes workplace safety and compliance with polices and regulations.
Oversees, organizes, assigns, and reviews staff’s work. Develops performance standards. Prepares performance evaluations. Provides coaching and prepares development plans. Assures compliance with District safety practices and procedures.
Provides technical and troubleshooting assistance to mechanical maintenance staff.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
Increasingly responsible project management experience including leadership roles and staff supervision experience;
Extensive experience in design and construction of major wastewater capital renewal and replacement and improvement projects;
Customarily candidates will possess a bachelor’s degree in civil, sanitary, or environmental engineering, water resources engineering, or a related field. Some positions may require candidates to possess an advanced degree in wastewater treatment engineering/technology, mechanical engineering, energy management, environmental science, process engineering, civil engineering or a related field.
CERTIFICATION AND LICENSURE:
Candidates must possess current registration as a Professional Engineer in the State of Oregon at time of application or possess current registration as a Professional Engineer in another state and obtain registration in the State of Oregon within six months of hire.
Candidate must possess and maintain a valid state issued driver's license.
