The City of Riverside is accepting applications for the position ofCITY TRAFFIC ENGINEER (Non-Classified)to fill one (1) vacancy in theTraffic Engineering Division of the Public Works Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The ideal candidate for the City Traffic Engineer position will display outstanding leadership, interpersonal and managerial skills, and will be required to collaborate with various City departments, elected officials, residents, and stakeholder groups. The City Traffic Engineer must leverage the division’s budget, grant funds, and innovative partnerships to achieve the City’s objectives. The successful candidate will serve as the City’s technical authority in all matters related to Traffic Engineering, including: traffic calming, regulatory compliance, signing, striping, traffic signal design, communications, intelligent transportation systems, signal timing and traffic impact analyses. The City Traffic Engineer for Riverside is a hands-on position, requiring active participation in the Division’s projects and programs. The successful candidate will be accustomed to working in a fast-paced environment while maintaining character, integrity, and professionalism.
Under general direction, the Traffic Engineer is to plan, assign, direct, participate and review the activities of the Traffic Engineering Division; to perform statutory duties of Traffic Engineer; to provide professional and technical staff assistance; and to do related work as required.
Work Performed
Typical duties may include, but are not limited to, the following:
Develop and implement goals, objectives, policies and priorities.
Supervise and participate in the work of collecting, tabulating, and analyzing traffic information.
Supervise and participate in the preparation of plans and specifications for new and revised traffic signal, channelization, and street lighting systems; supervise and participate in construction inspections.
Supervise and participate in the planning and preparation of work orders for the installation, removal or replacement of traffic signs, markings, protective structures, and street lights.
Review subdivision and building plans and re-zoning requests for impact upon traffic conditions.
Confer with property owner, school groups, public officials and civic organizations regarding traffic engineering problems.
Coordinate Traffic Engineering Division activities with other City departments divisions, and sections and with outside agencies.
Provide staff support and participate in committees, commissions, and citizen groups relative to transportation and traffic matters.
Conduct field observation regarding traffic related requests, complaints and concerns.
Supervise and participate in traffic and transportation studies conducted by consulting engineer.
Determine traffic and transportation needs.
Prepare a variety of reports, correspondence, and studies.
Maintain a current understanding of traffic engineering problems and solutions by reading reports, periodicals, etc.
Prepare and administer division budget.
Select, supervise, train and evaluate professional and technical subordinates.
Qualifications
Recruitment Guidelines:
Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil, mechanical or electrical engineering, including or supplemented by special study in traffic engineering.
Experience: Five years of experience in traffic engineering including some supervisory experience.
Necessary Special Requirements:
Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s License.
Possession of a Traffic Engineering License or Civil Engineering License issued by the State of California.
Highly Desired Qualifications:
Current possession of a Traffic Engineering License.
Possession of a Civil Engineering License, or ability to obtain within (3) years.
Experience/ knowledge of Complete Streets.
Experience with and successful history of obtaining grants.
Experience in traffic signal coordination, communication systems, and other intelligent transportation system strategies.
Experience in parking management strategies and parking enforcement.
Experience staffing a Council Appointed Advisory Board or Commission.
Experience in the design of signing, striping, and traffic signals.
