Roles and Responsibilities:
Directs the development, implementation, and maintenance of NJ TRANSIT Enterprise Asset Management (EAM) program in coordination with the operating units and senior leadership to ensure ongoing alignment with enterprise-wide asset management processes, standards and protocols.
Responsible for communicating the EAM program mission, vision, and goals across NJ TRANSIT, and providing strategic direction to ensure alignment with NJ TRANSIT’s NJT2030 – A 10-Year Strategic Plan.
Accountable for EAM program governance, program management, and resource planning to ensure achievement of program goals.
Drives enterprise compliance with the NJ TRANSIT EAM Policy by establishing supporting standards, processes, procedures, and guidance.
Directs all coordination and relationship management with cross-enterprise stakeholders and executive leadership on all aspects of the EAM program.
Directs and coordinates programmatic compliance efforts with all aspects of Transit Asset Management, MAP-21, FAST Act, and associated FTA Final Rule.
Supports EAM System planning, design, implementation, and continuous improvement.
Manages all aspects of the EAM Team consultants that support the Enterprise Asset Management program.
Manages and coordinates reporting requirements for Enterprise Asset Management program.
Directs the development of an asset performance management framework, including the selection of key performance indicators and annual performance targets following industry benchmarks.
Establishes and facilitates process improvement to prioritize and determine areas/processes to implement improvements in collaboration with the operating units.
Facilitates the training of employees in asset management, process improvement techniques and change implementation.
Education, Experience and Qualifications:
Bachelor’s degree in public administration, computer science, or related field, from a US Department of Education accredited college or university, and 10 or more years of analytic experience in transportation, urban, asset management, or security planning.
A Master’s Degree or graduate-level coursework desired.
Experience identifying, cataloging, and prioritizing assets to fulfill a business or government objective required.
Experience with federal asset management requirements and knowledge or application regulations required.
Training in process improvement, communication, and change management desired.
