Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field at least 3 days a week and telecommute remotely at a designated workplace within the State of Colorado the remaining days.
What You Will Do
The position functions as an Engineering Expert for DEN’s Aircraft Deicing System (ADS). DEN maintains an extensive ADS to store and distribute aircraft deicing fluid (ADF) and collect and manage deicing and industrial wastewater (DIW). For storage and distribution, the ADS includes equipment to blend Type I ADF on site, tanks to store ADF in centralized and deice pad locations, underground piping to distribute ADF to truck fill stations on the airfield, fill stations, and control and inventory management technology. After ADF is applied to aircraft, the ADS enables passive collection of DIW at the centralized deicing pads, conveyance to dedicated storage vessels, recovery of propylene glycol (PG) through processing at DEN’s on-site glycol recycling plant, and discharge to the sanitary sewer system in accordance with a wastewater permit issued by Metro Water Recovery. PG is recycled through a two-stage mechanical vapor recompression and distillation process. The ADS is critical infrastructure that supports aircraft deicing operations and is a stormwater management control that is essential to DEN’s compliance with the individual industrial stormwater discharge permit issued by CDPHE. This position provides engineering expertise in support of DEN’s operation, maintenance, management, and expansion of the system. Job duties and responsibilities of this position include, but are not limited to, the following:
Job responsibilities include:
Performs full performance professional level engineering work on a variety of large and complex engineering projects that support the expansion, rehabilitation, and management of the ADS. Coordinates and informs these projects from inception to completion, which includes reviewing construction plans and designs for conformance and compliance, providing technical engineering oversight and guidance, coordinating project phases, and recommending solutions to complex engineering issues and problems.
Formulates ADS concepts and contributes to planning studies to help DEN plan and program infrastructure needed to support aircraft operational levels projected out to 2045. Supports the preparation of rough order of magnitude cost estimates and development of business cases.
Works with internal and external stakeholders including staff from the DEN Asset Management, Maintenance, and Design Engineering and Construction (DEC) Divisions who support the ADS, business partners, including airlines and DEN’s contracted ADS supply and PG recycling contractor, regulatory agencies, and suppliers, consultants and contractors.
Manages all aspects of one or multiple projects through initiating, planning, executing, monitoring, and closing project, complying with established control systems and rules. Monitors processes, progress, and results. Determines objectives, sets priorities, delegates work, and provides others with a clear direction. Works with others towards an agreement that may involve exchanging specific resources or resolving differences. Provides accurate and timely progress reports to divisional and DEN leadership.
Reviews, and prepares if needed, bid materials and cost estimates, which includes evaluating bid qualifications and proposals, and works with stakeholders on project designs, concepts, and timeframes for project completion.
Functions as the primary liaison for the Sustainability Division on 30+ active projects and initiatives related to the ADS. Acts as a team lead on projects and assignments, coordinates the work of contractors and consultants, assists the team with difficult or unusual equipment and infrastructure access issues, and develops water management strategies needed to enable construction or repair. Keeps team members focused and coordinated on tasks and assignments, allocates resources effectively, and keeps team members informed of work sequencing and progress.
Contributes expertise to DEN’s sustainability and environmental programs including an Environmental Management System (EMS) that is certified to ISO Standard 14001:2015.

We are looking for candidates with some of the following skills and experience, including similar experience that demonstrates transferrable knowledge and the ability to gain this experience quickly:
Direct engineering experience with an ADS, such as having worked on projects involving the design, construction operation or management of an element of an aircraft deicing system, or transferrable experience working with industrial fluid distribution and supply systems, or complex elements of sanitary, storm, or industrial wastewater systems.
Some knowledge of industry best practices, including Airport Cooperative Research Program (ACRP) research, related to the design, operation and maintenance of an ADS.
Direct experience with project owner life cycle phases, construction delivery methods, computerized maintenance management systems (CMMS) and Supervisory Control and Data Acquisition (SCADA) systems.
Working knowledge of continuous improvement principals and third-party certification systems, such as the Lean Six Sigma Certification and ISO Standard certification for asset management systems (AMSs), environmental management systems (EMSs), and safety management systems (SMSs).
Experience with local government procurement practices, and administration of expenses eligible for reimbursement under federal or state grants.
Experience providing engineering expertise to troubleshoot unexpected complex circumstances, including leading an internal team of other employees assigned to work on a project.
Knowledge of engineering concepts, principles, theories and methods required to plan, design, construct, operate, and maintain DEN’s ADS. A proven ability to coordinate across multiple engineering disciplines, including civil, mechanical, electrical, and structural and tap into discipline experts when needed, to achieve project results.
Project and contract management experience with the ability to influence and resolve complex problems, identify and eliminate barriers, contribute creative solutions, and leverage support when needed to deliver exceptional results on time.

Required Minimum Qualifications
Education: Bachelor's Degree in Engineering.
Experience: Three (3) years of professional engineering work experience after obtaining a Professional Engineering (PE) license. (Some positions may require experience in a specific engineering area)
Education & Experience Equivalency: No substitution of experience for education is permitted. Additional appropriate education may be substituted for experience requirements.
Licensures/Certification(s): By position, requires a valid Driver's License at the time of application. Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation. Licenses and certifications must be kept current as a condition of employment.
