SALARY RANGE
The starting salary range for this position is $136,800 - $171,000 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $205,200, annualized.
Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Overview The Manager of Energy Development and Conservation strategically develops and implements effective customer energy solutions, business plans, marketing and product development plans for the District's residential, commercial and industrial customers. Provides clear, consistent and coordinated leadership for the customer energy solutions teams in coordination with utility and corporate initiatives. Actively measures and supports the energy solutions team's quality and quantity of work as well as customer satisfaction and net promotion scores while fostering a positive and creative work environment. Finds ways to achieve excellence in a cost-effective and efficient manner by maximizing resources and continuous process improvements. Participates as a member of the Energy Resources leadership team that is committed to modeling success. Ensures compliance with state and federal laws. Responsible for Customer Energy Solutions Team budget, strategic plans, business plans and policies.
Responsibilities
Direct and manage the activities of the customer energy solutions group. Deliver value to customers and the District by identifying, analyzing, and implementing energy solutions for customers. Programs include, but may not be limited to interruptible load programs, energy efficiency, electric vehicles, retail solar programs, and storage technologies. Ensure targets and BSC metrics are met. Develop, implement and monitor budgets and short and long-term plans. Develop, implement and monitor staffing and succession plans and staff development plans.
Lead the development of new marketing strategies to increase the customer participation of current and future demand side management (DSM) programs so energy use is optimized.
Identify and participate in collaboration opportunities with regional and national organizations focused on increasing the value of DSM and energy solutions. Lead large collaborative efforts when needed. Assess and recommend state and federal policy actions to support District strategic goals.
Identify, direct and manage research & development, innovation initiatives associated with energy solutions and emerging technology that bring value to customers and District. Includes identifying and driving policy and legislative changes that can improve value to customers and the District. Influence the development of and ensure compliance with laws and regulations affecting Customer Energy Solutions activities.
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications
Education Equivalent experience (year for year) may substitute for required education.
Bachelor's Degree Business Administration, Finance or a related field from a four-year college or university is required.

Experience
10+ years of progressively responsible experience in administering or managing programs in energy efficiency, energy conservation, demand-side management (DSM), or a closely related field is required.
Utility industry experience strongly preferred.
Supervisory experience desired.
