Basic Function:
Under general direction of the Deputy Director of Development Services, reviews and approves complex plans and projects; ensures compliance with City and state ordinances, building codes and technical engineering practices; provides technical assistance to staff and the public; reviews development project applications, conditions of approval, environmental documents, agreements, studies, and maps; trains and provides work direction and guidance to assigned personnel.
EXAMPLE OF DUTIES:
Essential Duties:
Examines plans of commercial, industrial, single and multi-family buildings to determine their compliance with the provisions of the City's building, mechanical, electrical, plumbing, energy, green, and residential codes and approve plans accordingly.
Analyzes and reviews more complex structural engineering designs; check calculations; verifies and ensures compliance with engineering principles and evaluates and examines engineering reports, soils analysis reports and other related test reports and make appropriate determinations.
Consults, communicates, and interfaces with architects, engineers, contractors and homeowners regarding preliminary and final building plans and designs to assist and advise on interpretation and application pertinent to building regulations and state laws.
Develops comment lists to identify, address and describe omissions, deficiencies and mandated requirements for submitted plans.
Provides technical assistance and lead direction to lower-level staff.
Responds to public inquiries concerning building, mechanical, electrical, and plumbing codes and plan check issues.
Provides advice, technical assistance and recommendations to the public regarding construction methods, techniques and selection of appropriate building materials.
Verifies safe construction of buildings based on structural adequacy and compliance with building codes.
Prepares and maintains records of plan checking procedures.
Assists in the training of Building Inspectors and Development Services Technicians in conducting residential and minor commercial plan review.
Advises building inspectors on unusual design or construction problems, concerns, or issues.
Assists in the review of development project applications and conditions of approval.
Assists in the review process for Business Licenses as applicable.
Reviews plans, maps and other documents for accuracy and compliance with established engineering practices, standards and specifications; revises plans as appropriate; ensures department activities comply with established policies, codes, rules and regulations.
TYPICAL QUALIFICATIONS:
Knowledge of:
Codes, laws and regulations related to the California Administrative Code, California Building Code, California Residential Code, California Plumbing Code, California Mechanical Code, California Electrical Code, California Energy Code, California Green Code, State Laws Enforced by Building Departments, City of Manteca Municipal Code, and other applicable codes.
Thorough knowledge of structural engineering principles and practices as applied to building design and construction.
Some knowledge of computerized permit processing and tracking systems.
Building construction procedures and practices.
Advanced, complex and technical engineering, plan check and review methods and principles.
Professional engineering principles and practices.
Interpersonal skills using tact, patience and courtesy.

WORKING CONDITIONS
Environment:

EDUCATION AND EXPERIENCE
Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential function of the position. A typical combination includes:
Bachelor's degree or equivalent from an accredited college or university in civil engineering or related field.
Four (4) years of design experience as a design engineer in building design, construction, or related field at a level of project engineer; or two (2) years of experience as a plan checker in the State of California.
LICENSES AND CERTIFICATIONS
Valid California driver's license.
Registration as a Professional Civil or Structural Engineer or Architect in the State of California is required.
International Code Council (ICC) Plans Examiner Certification is highly desirable. ICC Plans Examiner Certification must be completed prior to completion of the first year of employment.
Certified Access Specialist (CASp) is highly desirable.
