Under the general supervision of the Assistant Director of Traffic & Transportation Management, this position plans, directs, performs, or participates in a variety of traffic engineering-related projects and tasks such as traffic signal control system operation, design of traffic signal plans, right-of-way management, specifications and cost estimates, traffic signal system timings, and traffic studies. May work on traffic signal simulation and optimization software, traffic safety improvements, traffic safety awareness campaigns, project management, and spearhead innovations.
NOTE: This position may be filled as either Engineer Associate A or Engineer, Traffic, depending on the selected candidate’s qualifications and experience as outlined in the minimum and preferred requirements.
Essential Duties & Responsibilities
Applies technical expertise to the development, design, construction, and maintenance of projects relating to traffic and transportation engineering services.
Reviews design plans, project specifications, and cost estimates in relation to traffic control; attends review meetings; and identifies and solves traffic and transportation design problems.
Coordinates with other city departments in reviewing the transportation-related elements of engineering plans for correctness and compliance with policies, ordinances, and procedures of the city, state, and federal government.
Develop and implement programs to increase pedestrian, bicycle, and vehicular safety and mobility.
Prepares information and responses to City Council or public questions and/or concerns relating to traffic operations, traffic signals, traffic calming, and roadway safety.
Requests and evaluates proposals from consultants, monitors, and approves compensation for professional traffic and transportation engineering services and ensures compliance with project contracted services.
Oversee the work of consultants and contractors.
Develop, modify, and implement signal timing plans and traffic signal controller parameters.
Performs, directs, or monitors traffic studies.
Prepares and analyzes traffic and traffic safety data.
Leads the installation of upgrades to traffic signs, pavement markings, traffic signals, and traffic counting.
Performs related duties and fulfills responsibilities as required.
Engineer Associate A $67,668 - $83,569 Summary: Entry-level professional engineering position focused on assisting with traffic and transportation projects under supervision. Minimum Qualifications:
Bachelor's degree in civil engineering from an accredited college, university, or engineering school approved by the State Board of Registration for Professional Engineers OR
a Construction, Electrical, Electronics, or Industrial Engineering Bachelor’s Degree in combination with 2 years of experience in traffic engineering OR
a combination of any higher education degree with 5 years of proven experience in traffic engineering.
Engineering in Training Certificate (EIT), or the ability to obtain within 6 months of employment, is required. Those with a master’s degree in civil engineering will have 1 year to earn their EIT certificate.
Preferred Qualifications:
Direct Traffic Engineering experience.
Engineer, Traffic $74,435 - $91,927
Summary: Professional engineering position responsible for planning, designing, and managing traffic engineering projects with greater autonomy.
Minimum Qualifications:
Bachelor's degree in civil engineering from an accredited college, university, or engineering school approved by a State Board of Registration for Professional Engineers, OR a Construction, Electrical, Electronics, or Industrial Engineering Bachelor’s Degree in combination with 5 years of experience in traffic engineering
Five (5) years of experience in traffic engineering, which includes at least one (1) year as a registered Professional Engineer administering municipal engineering projects.
Must have or be able to obtain a valid Texas Driver’s License and be eligible for coverage under the City of Kyle’s vehicle insurance provider.
Licensed to practice engineering in the State of Texas as a Professional Engineer, or the ability to obtain within 6 months of employment is required.
Preferred Qualifications:
Professional Traffic Operations Engineer Certification (PTOE)
Civil Engineer
Direct Traffic Engineering experience.
Bachelor’s degree in Civil Engineering or related field
Professional Engineer (PE) license preferred

Physical Demands and Working Conditions: Work is performed mostly in office settings. The noise level in the work environment is usually quiet to moderate. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations using various modes of private and commercial transportations; and to verbally communicate to exchange information. Specific vision abilities required for this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.
